证监会拟决定对长生生物处以60万元罚款的顶格处罚，拟对其直接负责的主管人员高俊芳等4名当事人给予警告，并分别处以30万元的顶格处罚，同时采取终身市场禁入措施。对其他涉案当事人给予30万元以下不等罚款，同时拟对张友奎等3名当事人采取5年的证券市场禁入措施。证监会将在充分听取当事人陈述申辩意见后，依法作出正式行政处罚决定。
